How long does a Power cycle take?

Earlier today i was attempting to restart my VPS when i accidentally pressed "Power cycle", Is there a way to stop this or do i just have to wait this out if so how long.

Just another question what does this do on a VPS because it's not a physical machine?

Power cycle normally takes a few minutes, but different configurations can cause it to be a bit longer. As for what it does, it just reboots the VM instance itself.

I started the PC at 07:37:43 AM PT, its now 15:08 PT.

Is there a problem or is this normal?
