How to use as a DNS server

How do I set up my vds/vps server box as a DNS server I have 2 ips 1 for primary one for secondary please help I'm using Debian 7 Wheezy by the way!

And by this I mean I am trying to set this up so that it can be used as a "public" dns so that way I can connect my devices to it and be the only device on this "dns server"

I know the steps I need in order to make create the DNS but idk how to go about doing so I'm new to this my friend told me what the steps I need to do but he didn't help explain how to do those steps haha.

Like for example I'm using No-Ip as my Domain Registrar and I know these are the steps i need to take:
Setup your account with no ip
Create a zone for the domain
Add a record that points to your servers ip
And then point your domain to no ip
Then, it pretty much auto names through no ip

But I don't know the steps to fulfill these steps.
