GMod Server Extremely Choppy

So I've been dwelling on this problem for the past 2 days now. My VDS's specifications are more than enough to host various GMod servers, but whenever I start one of them up and go onto the server, it is extremely laggy/choppy. I have no clue to as why the server is extremely choppy, I already upgraded the VDS and moved it to a better location, but that did not fix anything.

I already confronted NFO Support for this, but it really led to no where. I know none of my addons are causing this problem because I added all the same exact addons to a stock server, and the server wasn't choppy at all.

I don't know why this is happening to my NFO VDS because I set my servers up the same exact way as I set up my alternate VDS, but switched to NFO thinking it'd better.

Please help me on this problem because my community's members are awaiting for a long wanted gamemode, but it can't come because the server is so laggy that it's un-playable.

Have you checked to see what your CPU usage is while experiencing this? You'd want to make sure to check CPU usage per core, not total.
