Valve hasn't used WonIDs for a long time. If you are running a nonsteam server, you will see face WonIDs in the server console and logs. You will also see many cheaters, who you can try to ban by IP address (but will have limited success in banning because they can change IP addresses easily).

We can't support nonsteam servers here.
