Disabling Workshop AutoDL on Join

I'm having news that people are taking 15 - 20 minutes to join due to Auto Downloading workshop content which they've already installed for the server. I've only put the collection on the NFO easysetup section. How can I stop people from auto downloading the content with it still being on the server if that makes sense?

The workshop content system is flawed, I would recommend loading workshop content on the server and using it normally rather than having clients run items directly from the workshop
