Can't connect to rust server

Set up a Rust server. Everything is running correctly on cmd.exe, but we aren't able to connect to the server. We're using the one listed under "IP List" on the NFO control panel and the port that is in our start.bat file.

What was the issue?

Had to re-do the firewall port rules.
