Server map problems...

Hey im having som problems with my server.. i no the server manager in the control panel is like beta or something but its messing up my server..
When i try to remove maps from my server with the control panel, it does not work because wen i submit the changes, ig o back to the map cycles list, and all those maps are there again even after it said they had been changed. I restarted my server, they were still there. But here is my big problem, I hav to change maps manually because once my server reaches the map de_prodigy, once the timelimit is up, it goes back to de_prodigy, and it does this non-stop so i hav to change the map myself with rcon changelevel , how do i fix this?

mapcycle.txt can't have the // line at the top for source, source engine doesn't like it, but other mods do.
