First I should point out that your problems are server-specific, and should consider visiting us in IRC or emailing instead. We can't do much for you here in the forums.
I can not add plugins to the server
Can you be more specific? What are you trying to do exactly, and what is happening when you try to do it?
Statsme ranks reset automaticaly with me doing nothing
Keep in mind that statsme does reset them according to how often you tell it to (through the easy setup page or statsme.cfg). If it is doing it more often than that, someone is manually causing it to reset.
Server crashes some times on custom maps
If the server crashes when you load a custom map, that likely means that you forgot to upload resources that the map requires. This isn't true crashing behavior, because HLDS is actually stopping itself as a result and writing the error to its log. The next time your server crashes, I'd recommend checking the recent log files to look for these messages.
I am willing to get a new server ip if needed.
Since these are configuration problems due to changes you've made to the server, a new IP would not help. Resetting the server to its default configuration would stop them, but that is a drastic measure that can be avoided.

That would be a mistake. You would have these problems everywhere, since they are configuration issues that are not on our side. One important difference between us and most other companies is that we will work with you to quickly resolve them.
