I run a TTT server, and anytime I go to manually change the map from the console I have the ability to choose from any TF2 Gmod or HL2DM maps
is there any way to uninstall them to free up space and boost startup times?
Is ther a way to remove the stock TF2,Gmod and HL2 maps?

Content like that is hardlinked on our end and shared between customers, the performance benefit from doing so one of the reasons we do it. Removing those maps isn't likely to increase your start up time on your server.

It is unlikely to have a noticeable different in startup times.

To prevent the TF2 and HL2MP content (including maps) from loading, you could adjust the cfg/mount.cfg file to remove those games. But, as kraze said, this will not increase loading speeds on the server. The server already loads levels extremely fast because of disk caching and hardlinking, and those maps are not read unless they are being loaded.
