Problems with "Unable to connect to RCON"

Well. I contacted support and was sent here after they had no idea what the problem was. I have a system I am trying to use for RCON connections to my server. I have the script on my website:

Now. The problem is this does not work with my server that is on my VDS/VPS. This script works with other servers I tried with other service hosts so this tells me it is nothing to do with the webhost. I contacted the webhost to make sure they blocked no ports and they do not. The weird thing about this is I can connect to RCON usin HLSW tool and the Garrysmod console. It just seems any sort of webserver cannot connect; Where as they can connect fine to other servers.
