ATLauncher Resonant Rise issues

After so many emails with NFO, they have told me to come here for help since they are not sure. Well recently I've put a Minecraft server on our VDS/Machine. I wanted to turn this into a Resonant Rise modpack server which is hosted by ATLauncher. An issue I am having is that I download the files from the launcher, insert them into the FTP files for the minecraft server and run it. My issue is that ANY and EVERY modded block and is unable to be used or places. If you try to place a block, it disappears. If you try to use an item (I.e an advanced drill or nano saber) it will disappear as well. You can hold the item if you put it in your inventory via creative mode. If you try to spawn it through NEI it will say "No item found with ID xxxxx" This is my first minecraft server i've created, let alone a modpack. Any help or solutions to this problem would be greatly appreciated! Hell, even if someone has the same problem that would be informative too.
