Ping Boosting and sys_tickrate

I am considering renting a server from nuclear fallout and I was wonder if someone could tell me in technical terms what the nuclear fallout ping boosting is doing?

You mean our ping accelerator?

It does very similar things to Hullu's "ping booster" plugin.
