User Policy Control?

I'm trying to set up user permissions using Console Root and Group Policy Object. The problem I am having is with GPO I can only add and remover permissions for users and not groups. I would like to make a group and add the users to the group instead of setting up every user by the selves. Does any one know how to do this?
running windows 2012 r2
