Suggestion: Update default cfg

As a suggestion for better server safety you guys should make the default server.cfg for gmod have sv_allowupload and sv_allowdownload both set to 0 since you guys use FastDL by default and it won't affect anything other than disabling sprays. Doing this will block plenty of exploits. Also when players set their Rcon password it should be set in the command line as "+rcon_password password". Placing it in server.cfg is bad since there have been and still are viruses that download the server.cfg and scan it for the rcon password to abuse it.

Good suggestion, this is pretty much a necessity with all of the exploits recently.
