Just paid for a Gmod server and made it a TTT server i'm kinda new at all this stuff reason why i got a server was so me and my friends can have a laugh and enjoy! anyways i've just put ULX on the server. if i didnt ask for help on here i wouldnt know what the hell to do xD but i have a few more questions. how would i put damage logs on the server. plus i remember on the old server i use to admin at if someone RDM'ed we would slay for the next round by putting !slaynr ( name ) for some reason i dont have the slaynr command? anyways would be nice if someone could help me out and get me going thankyou

By default, the damagelog is already implemented into TTT. As a superadmin, you can use the command in the console at any time ("ttt_print_damagelog"). Others that aren't superadmin can use the command whenever the round isn't active (end of the round, before round start etc.).

There is a damagelog addon, which you can read about on Facepunch: http://facepunch.com/showthread.php?t=1301766

For "!slaynr", there's this command package on the Ulysses Forums (the same guys that created ULib/ULX). If you want to download the file attached to the thread, you will have to be logged in. Otherwise, you can download using the GitHub.

Thankyou for the help! the only problem im really having right now is on how to add stuff on the server. im not sure if i do it on control panel or what xD. I do know someone who is gonna be helping me with everything but i would also like to learn myself aswel! so if anyone can give me a step by step in how to add stuff on my server would be great!

Upload the folders into the "addons" folder on Garry's Mod through FTP.
Make sure that you upload a folder where the "addon.txt" is directly inside like this: <Garry's Mod directory>/addons/AddonName/addon.txt.

To upload through FTP, get FileZilla (https://filezilla-project.org/download.php?type=client) and use the info from the control panel (should be under "File Manager"). The info should look something like this: Image
(NOTE: I'm not 100% sure if it's the same, because this is taken from a Minecraft control panel, but the info should be similar)

I'm thinking about buying some stuff from coderhire such as scoreboard Hud, Pointshop adding stuff on pointshop plus T weps D weps. just the basic stuff that a server should have my question is do i add all this on to my server by using FileZilla?

Yes.
Although, some might go into addons, others will have to go into the gamemodes folder.
If you wanna add custom weapons, you'd have to go into "gamemodes/terrortown/entities/weapons/, for example. The HUD will probably go into "addons", so does Pointshop (I'm not sure, because I haven't used any pointshop before).
