I just want to know do VPS Servers and Gamservers have a control panel that can add mods, last company i purchased from said yes and they really didn't and I couldn't get my money back.

It depends on the specific game that you are looking for. NFO does allow some mods like for example amxmodx core package can be installed from control panel, but it really depends on the game that you wanna run.
