Dedicated Garry'smod Server & FastDL

So Support told me to ask the community if you guys could shed some light on what is FastDL for a Dedicated Server. I have a VPS that is 3-Core hosted from NFO and I have a separate Web server that was bought later on, and not with the package. This web-server is running the Standard plan on NFO. I made a lua file just like that and dropped it in lua/autorun/server/ and I have pasted all the files to the root sound, materials, and models folder.

The CFG is also setup,

sv_allowupload "1"

NOW THE ICEBREAKER here is that the files download, but they do not appear to be used by the server. I have no idea how to fix this, and this has never happened before.
