Do your OpenVPN logs provide any additional information here? Can you post them? Also, what OS are you running?

All of our locations are great and offer excellent latency to most clients naturally. Our premium locations take that a step further by bringing in additional outside transit which allows users more options to reach us. In some cases this can result in lower latency since those providers may peer directly with the end users ISP. One part of being a premium location is having additional capacity, which also means they are better suited for absorbing DDoS attacks, yes.

Can you post your server and client configs?

I'd recommend posting your configs to a site like http://pastebin.com/ and giving us a link.
