Banning Steam ID

Can someone tell me how to ban someone by there steam id. I've tried to ban them using amx_ban, but they jus change there name and reconnect.

or u can just use rcon (if you have the rcon pass). Get hlsw....its great for banning people...

I believe amx_banmenu works well too

And I believe you can ban people with amx_kickmenu as well, not positive though
