do you actually buy the server off of nuclear fallout and if not where could i just buy one and for how much?

Unless you have a very fast home connection (SDSL minimum), that's not generally recommended (and certainly not recommended whenever competition is involved). In any case, that's not something we can really help you with. You may want to try a website such as http://server.counter-strike.net.

You'll end up paying somehow
. Many avoid running servers at home because the hardware can be expensive, the servers pretty much always end up lagging, it can monopolize the bandwidth you'd otherwise be using for surfing (and downloading/uploading starts to lag the servers), and the machine has to be left on all the time.

Okay, since you won't research that website Edge provided, here's the jist of it.
To run a server, you need [u]AT LEAST[/u] 64kbs [u]UPLOAD[/u] per player slot. If you have a 20 player server your upload needs to be at least 1.2m UP(bare minimum). You still need some down speed, but it wont affect the server unless you want to play, or have other computers connected through hub/router. The hardware is a little more complicated. In lamen's terms (we'll say you want a 20man server) - to run smoothly, probably a 2.2+ processor, with around 1 gig of ram (might be 512). There are a few other factors that play into it, but those are the basics that you need.
The upload speed is probably the main reason nobody runs their own @ home server. Not many ISP's offer that high of an upload speed. And when your connection shares up and down, you probably need over 2.0mbs speed.
And just as Edge said, if you want anyone to play in this server, you will need to leave your Box on ALL the time, and will need someone there 99% of the time to reboot or reset when needed (not a requirement, but it is if you want people playing there).
