Unmanaged cluster server setup wont save

I have a vanilla cluster setup running the latest ark version and the cluster transfer character and stuff works, but upon logout it forces everyone to make a new character. I cannot for the life of me figure this out. It doesnt appear to save any data in the files setup for the altsavedirectoryname in the batch file. Any help would be appreciated
