I've heard that in cal u are not supposed to be running admin mod during matches...is this true?
If it is...is there a way to disable admin mod on the server and be able to enable it again
Is this done in control panel serve control just unclick the metamod and then restart the server and then afterwards re click it and restart the server?

as for turning it off, best way and easiest way is to turn off metamod like you said above.
