recently,the guy who rented our server has quit playing cs for awhile,would it be possible for him to switch the the server rental payment over to me (where it comes out of my paypal account) without having to reorder the server?

yes, have the owner switch the main account email over to your email and have him cancel his paypal subscription in paypal. Then you need to click on the resubscribe link provided in the top of the control panel AFTER he canceled his paypal subscription. Once you click and submit the start of your subscription, everything should be set :)
