Chances are that this isnt due to the changing the server machine. That machine is drastically under-utilized. Also, I joined the server and im pinging in the single digits 8O . That being said, please preform a TRACERT so we can fix the issue.
[sidenote] You might want to consider setting up http fast asset downloading. There is a bunch of stuff that your server needs to have the client download on connect, which can cause noticeable lag for players already in the server. A must for any hardcore gamer .

Looks like AT&T is having problems between LA and San Francisco again, and is having to route around it through Missouri. Every couple of months this happens, and it usually takes them a few days to fix it.

InterNAP is able to partially route around the AT&T problem by using a different backbone on the outgoing path (Global Crossing), which reduces the latencies by about 40ms. I've already had this done for 'random hero' -- if anyone else is also having this problem, please email us your IP address and we will get it done for you also.

Since it turns out there was a real problem with the AT&T backbone, we decided it would be a good idea to make this thread easy to find incase someone else was having the same problems.
