hltv server help

i added the hltv option to our troy1 server today

i wish to connect to it and make a tuturial for our website but i dont know anything about it

i have tryed connecting threw console with connect ip 66.150.164.96:27020 with no luck

i did not understand the direction in ontrol panel page
could i get some instructions thank you
for set up and connection

i have also tryed to connect threw steam menu on spectating tab but did not see troy server listed or a add ip option
