Question about 100tic

I purchased a ping accelerated server yesteraday. I manually set it to run at 100 tick.
However, on my net graph is only shows 100 (I guess packets?) going out and 60 going in. I know my rates are set correctly. I have been in servers that allow 100 going in and out. Is it supposed to be like this?

Here's a pic, it shows in the bottom right. In all the other 100 tick servers I've been in it said 100 both ways.

Did you make sure that you have sv_maxupdaterate set to at least 100 (120 to be safe) on the server?
