how can i host 3 dedicated servers at the same time??

how can i host 3 dedicated servers at the same time, but i need all of the users.ini and mods to be different. Please help i have been trying to find out the answer for a very long period of time pls.

Hosting them on your computer?

If you are then you cant run 3 different Dedicated Servers from the steam menu.

Only you can do it by downloading the HLDS Update Tool from here
