Access to `liblist.gam` is restricted because modifying it can only cause problems for your server.
If you need to toggle secure mode, that option is available on the "Server control" tab of your control panel.
If you need to enable or disable Metamod, you can do that on the "Server control" tab as well.
Why don't I have access to liblist.gam?
