Is this needed if I decide to run my server at 66fps?

And on a plugin intensive server like a zombie server at 44 players, is there really any difference between 66 and 500+?

Running this increases the accuracy of timers in the system and will improve the response of your server even at a tickrate/FPS of 66, yes.

With it enabled, the difference between an FPS of 66 and higher is debatable. The most important thing to ensure, in my experience, is that the FPS is stable and stays higher than 66. There may be slight benefits to having an even higher FPS, but these wouldn't likely be noticeable in a large public server.
