Well it seems that the reserved slot authorization has to be give each time the server restarts if the commands are entered via Rcon. Is this correct? Each new day I try logging in I can't.
Maybe I need to approach setting Reserved Slot active somewhere else, instead of through Rcon.

In Crysis 2, there's no way to activate reserved slot mode when the server starts yet. (Also mentioned in this thread: http://www.nfoservers.com/forums/viewto ... f=4&t=5266)
