Left 4 Dead 2 player count

How do you increase the slot number past 4, I installed the game with 8 slots and only getting 4 and was trying for 10 XD

this is on a windows vds

You'd need the left4downtown extension to get to up to 18 players: http://forums.alliedmods.net/showthread.php?t=91132
