Empty Server - keep maps rotating?

Right now if a server sits empty, the map timelimit doesn't start and the server will stay on that map until players join.

Anyway to get around this, and essentially have the timer start at map change, sort of how 1.6 worked without any players needing to be on the server.

Generally speaking, a round limit seems to work better than a time limit. In either case, one way to get around this that should work (it worked in CS:S) is to have a couple of bots playing in the server if no one else is on. They would then keep the games going and should cycle the maps. This may work better with a round limit than a time limit, though.
