Server Help

I want a server but I don't know how to set one up with permissions and plugins.
Is there someone that is an expert on this kind of stuff and if you are one please responf to this request.

There's a few different permission plugins you can use. I've always used GroupManager, which is part of Essentials, but there's PermissionsEX (The 'official' one) and a few others. All of them use the YAML format (As all plugins 'should').

I've never installed Towny myself, but I would imagine it's very similar to the other large mods, where you copy the .jar file, as well as some precreated files and folders to your plugins folder, start the server, and then edited a newly created configuration file. Towny is pretty customizable, so just telling you how to set it up, isn't really possible. You'll just need to take a look at the first run config file that was created and set it to your liking.
