I played on your BF4 BETA servers and was impressed with pings and smooth gameplay on 64 slot servers. I am wanting to order a dedicated box to run 64 slot BF4, Procon layer, and Teamspeak in Dallas location.
My presale questions:
1. Will the E3-1270V3 be available for deployment in Dallas prior to BF4 launch?
2. Do we need to order the managed server with BF4 because of protected files?
3. If managed, how will we be able to upload and install plugins for ProCon?

1. You will have to wait for john to confirm this, although I would guess yes.
2. Yes, BF4 requires managed and has an extra fee per slot on top of your dedicated server cost.(37.5 cents per slot)
3.) You cannot run procon or teamspeak on a managed dedicated server. A good option would be to rent a single core windows vds alongside your dedi and run procon and ts3 from there. Keep in mind most procon hosts(that I have seen) charge you per server. A vds of your own would allow you to run as many as you want.

E3-1270v3 machines are currently available in Dallas. I can't guarantee that they'll be available right up through the release because we have a limited number, but there's a good possibility of it. If we do run out of v3s, a few v1s should still be available for repurposing. (Either works well for BF4.)

Eventually we may support VOIP servers on managed systems but currently there isn't an active plan to do so.

The answer to that is the same as it always has been
. We run all our voice servers from specially-configured, separate Linux machines. We are not set up to host them Windows boxes or from managed services. This would be very complicated to change.
