Custom Mode vs Normal and Kicking Players

In this thread TimSad figured out how to keep servers in normal mode. Thanks TimSad. I have a couple questions, does the server have to be listed as Official in order to be in Normal mode? The reason I am asking is I believe I saw somewhere on here that you cannot kick people from Official servers?... So there's two questions I am looking for corroboration on.

Question 1: No, my servers are ranked and set to Normal.

Question 2: That is partially correct. You can not kick people via the frostbite/rcon commands. However, you can still currently kick/ban through Punkbuster commands.
