how do you make factions for everyone i installed it but you must be opped to make a faction and im not opping everyone

hi i am making a faction server and mcor and factions wont work and they are in the plugins folder, you spawn with rock tools and these dumb kits and idk how to remove this iv doen everything possible

i know but when i install them the server just gets messed up and then i have to delete it
